试论义务教育治理中社会组织的构建与运行 预览

摘要 义务教育治理是政府、学校和社会组织作为三方主体共同管理义务教育公共事务的过程。在“中心—边缘”的社会结构中,社会公民应遵循政府指导规范运行、扎根公民服务社会、合理分类提高素质和维护权益促进公平等原则,构建教育基金、教育质量评估、教育督导、家校社区合作、教师专业培训和教师行业协会等专业和非专业社会组织。社会组织在法律和组织章程的框架下,明确自身的社会角色,与政府和学校协商协同、互补互推,发挥建设社会、服务社会和维护正义的基本功能,最终建立义务教育“管、办、评”分离的治理机制,进而达到“善治”的目标。 Compulsory education governance is a process which is administrated by the government, schools and social organizations. To build professional and non-professional social organizations which contain building educational fund, educational quality evaluation, educational supervision, family-school-community cooperation, teachers' professional training and teachers' profession association, etc., citizens of the community should abide by the tenets of regulated running directed by the government,serve the community rooted in citizens, enhance qualities by reasonable classification, promote justice by protecting rights, etc. in the social structure of centre-margin. To establish the governance mechanism of compulsory education with management, operation and evaluation separated, and reach the goal of good governance, the social organizations should know the social role and play the basic functions of building society, serving society and maintaining jttstice with government and school under the framework of law and regulations.
