摘要 本文利用2009年FAO食物平衡表数据测算了我国食物浪费量,并利用相关数据和GTAP模型实证分析了我国减少食物浪费的资源效应和经济效应.测算结果显示,我国食物浪费总量为1.2亿t,相当于浪费了2.76亿亩播种面积、458.9万t施用化肥以及316.1亿m3农业用水.减少食物浪费能够在很大程度上缓解国内耕地资源、水资源紧张问题.GTAP模型模拟结果表明,谷物、水果蔬菜、肉类和水产品的消费环节浪费比例即使仅下降1个百分点,这四类农产品的进口量分别下降6.54%、8.44%、5.09%和4.33%,出口量分别增加16.2%、18.1%、9.3%和2.1%,国内价格分别下降2.46%、5 15%、2.07%和4.6%,国内消费者价格指数(CPI)下降0.82个百分点.在目前我国大宗农产品全面净进口的背景下,减少食物浪费一方面能够间接增加国内供给,延缓进口快速增长的趋势,有利于保障我国的食物安全.另一方面还将会缓解国内食物价格上涨的压力,为控制通货膨胀做出一定的贡献.因此,建议加强对我国食物浪费的系统研究,逐步建立健全促进节约食物的各项规章制度,大力倡导节约食物的社会风气,并逐步推行分餐制,以减少我国的食物浪费. Using FAO food balance sheet in 2009, this paper measures China' s food waste and analyzes the resource effect and economic effect of reducing food wastage with GTAP model. Results show the total volume of wasting food is 120 million tons which equals to 276 million mu of sown area, 4. 589 million tons of chemical fertilizer and 31.61 billion ms of agricultural water. To a large degree, reducing the wastage of tbod could ease tile intension of domestic cultivated land and water resource of China. The results of (;TAP model simulation show that though there is only 1% decrease in weight percentages of food waste of grain, fruit and vegetables, meat anti aquatic products consumption, the imports of these four agricultural products will reduce 6.54% , 8.44%, 5.09% and 4.33% respectively. Besides, the exports will increase 16.2% , 18. 1% , 9.3% , and 2. 1% separately. At tile same time, the domestic price will drop 2.46% , 5. 15% , 2.07% and 4.6% accordingly and CPI will decrease 0.82%. At present, bulk farm- product faces the problem of net import in every product. Therefore, reducing food waste could increase domestic supply, slow clown the rapid increase of import indirectly which will benefit the food security of China. Besides, it can relieve the pressure of rising domestic food price and contribute to control inflation to some extent. As a result, to reduce food wastage, this paper put forward suggestions on focusing on the systematic research, establishing and perfecting the rules and regulations of saving food, initiating the social morality of saving food and carrying out individual serving gradually.
