By making analysis on the relationship among the volume of rainwater storage basin, average daily rainfall over years, and frequency of full storage, the optimized solution to the scale of rainwater storage basin was proposed on the principle of cost-effectiveness analysis and according to the working status of storage basin, and then discussion was carried out on the key problems in optimized design, such as frequency of full storage, available water volume, investment and cost, comprehensive benefits, and time value of funds, etc.. This method is universal and practical, and can be used as the theory basis and practical technology in optimization design of urban rainwater utilization project. Finally, the application of case project in Beijing was investigated.
